On Good Governance Day 2025, Union Minister Dr. Jitendra Singh launched five transformative digital initiatives designed to institutionalize transparency and “Minimum Government, Maximum Governance”.
The five digital reforms include:
Ex-Servicemen Reservation Compendium: A consolidated, user-friendly single reference point for all reservation guidelines to ensure timely delivery of benefits to veterans.
AI-Powered Recruitment Rules (RR) Generator: Integrated with the RRFAMS portal, this tool uses AI to automate the formulation of recruitment rules, ensuring they are error-free and fully aligned with DoPT guidelines.
e-HRMS 2.0 Mobile App: A comprehensive HR platform for government employees (Android/iOS) that digitizes service records, transfers, and promotions while linking with SPARROW and Bhavishya.
iGOT AI Suite: New features on the Karmayogi platform including AI Sarthi for resource discovery, AI Tutor for personalized support, and an AI-based Capacity Building Plan Tool for systematic competency mapping.
Karmayogi Digital Learning Lab 2.0: A next-generation facility utilizing AR/VR and gamification to produce high-quality, interactive training content for civil servants.
What is the iGOT AI Suite? It is a collection of artificial intelligence tools integrated into the iGOT Karmayogi platform to revolutionize civil service training. By using AI “Sarthi” (guide) and personal tutors, the system transitions from a one-size-fits-all model to a personalized learning experience that adapts to the specific roles and skill gaps of individual officials, thereby strengthening the implementation capacity of the government on the ground.
Policy Relevance
The 2025 reforms represent a strategic shift toward tech-enabled bureaucratic efficiency and data-driven personnel management. By automating complex administrative tasks like Recruitment Rule formulation and mapping competencies through AI, the government is reducing human error and systemic delays that often bottleneck public service delivery. Furthermore, the mobile integration of e-HRMS 2.0 decentralizes HR processes, increasing transparency and accountability within the civil services.
Relevant Question for Policy Stakeholders: How will the transition to AR/VR-enabled training in the Karmayogi Digital Learning Lab 2.0 specifically improve the ground-level execution of flagship schemes in rural and remote aspirational districts?
