Goa Launches Mhaje Ghar Yojana to Grant Property Rights to Half the State’s Population

On 04 October 2025, Union Home Minister Amit Shah inaugurated the “Mhaje Ghar Yojana” in Goa, granting property rights to lakhs of citizens whose ownership had remained unresolved across 11 types of land and housing categories. The programme, expected to benefit nearly half the state’s population, simplifies long-pending property disputes through legal regularisation and streamlined approvals.
Alongside the housing reform, the Minister launched and laid foundations for 21 development projects worth ₹ 2,452 crore, covering urban infrastructure, connectivity, and utilities—signalling a dual focus on legal empowerment and physical infrastructure.
By linking property-rights reform with infrastructure investment, Goa demonstrates a replicable model for inclusive urbanisation and citizen-centric governance. The approach supports national goals under the Digital India Land Records Modernization Programme (DILRMP) and PM Awas Yojana, and could serve as a pilot for other states facing tenure insecurity.
What is Mhaje Ghar Yojana? → A Goa-specific housing regularisation scheme that converts disputed or informal dwellings into legally owned properties through simplified verification and documentation.
