Negotiators from the European Parliament and the Council have reached a political agreement to establish the EU Talent Pool, a new digital platform designed to simplify the recruitment of third-country nationals for work within the European Union. The platform is intended to match vacancies in EU countries that fall within the list of EU-wide shortage occupations (with possible national and regional adjustments) with interested non-EU jobseekers.
Key features of the new mechanism include:
Cost and Participation: The service will be free of charge for both jobseekers and participating employers. Participation by EU member states remains voluntary.
Employer Safeguards: Participating employers must be lawfully established in a participating EU country and comply with all relevant EU and national laws regarding fair recruitment, adequate working conditions, non-discrimination, and protection against human trafficking. Employers found in breach can be suspended or removed from the platform.
Jobseeker Visibility: Jobseekers can create profiles highlighting their skills and qualifications, with skills developed under EU Talent Partnerships or bilateral arrangements being specifically flagged. Jobseekers must be at least the age of majority in the country of employment.
This initiative is a major step in formalizing and streamlining legal migration pathways for skilled labor, serving as a structured alternative to reliance on non-EU temporary work visas or addressing persistent irregular migration.
