The Projects to Policy Seminar held in Brussels on 4β5 June brought together about 150 participants, including representatives from over 30 security research projects, six EU agencies, and seven Commission Directorates-General. The event, co-organised by DG HOME and the European Research Executive Agency under the CERIS (Community for European Research & Innovation for Security) framework, aims to align research outputs with policy needs and vice versa. Plenary sessions covered topics like ethics, dissemination, and innovation uptake, while breakout groups addressed thematic areas such as border management, counterterrorism, disaster resilience, and critical infrastructure protection. EU bodies like Europol, Frontex, and eu-LISA also presented their roles in implementing security innovations.
By explicitly connecting newly funded security research projects with policy structures, the seminar helps ensure that innovations are demand-driven, ethically framed, and more likely to be adopted. For India, which faces parallel challenges in border security, disaster resilience, and protection of critical digital infrastructure, the EU model offers lessons in institutionalising research-to-policy pathways. It also aligns with the IndiaβEU Strategic Partnership Roadmap 2025, opening possibilities for collaboration through frameworks like Horizon Europe.
