The Employeesβ State Insurance Corporation (ESIC) has reiterated instructions for the timely completion and disposal of Annual Performance Appraisal Reports (APARs) and related representation cases. With the establishment of five zonal offices headed by Insurance and Medical Commissioners, APAR cases are now to be processed at the zonal or regional level, except those involving the Director General, Financial Commissioner, or Chief Vigilance Officer, which remain with Headquarters. The memorandum highlights delays due to incorrect mapping of Reporting and Reviewing Officers in the SPARROW system, leading to automatic closure of cases and affecting promotion and MACP processing. All cadre controlling authorities, field units, and subordinate offices are directed to adhere to prescribed DoPT guidelines, ensure accurate mapping in the APAR system, and dispose of pending cases on priority.
