In a landmark move to enhance transparency and “break the monopoly” of liquor contractors, the Himachal Pradesh government has commenced its first-ever online e-auction process for the allotment of retail liquor vends for the financial year 2026-27. Launched in February 2026, the new system replaces traditional allotment methods with a unit-wise, transparent online bidding platform accessible via the Excise e-Governance portal.
The process is being rolled out in phases across the state, starting with the districts of Kinnaur, Hamirpur, and Chamba. Commissioner of State Taxes and Excise, Dr. Yunus, emphasized that all applicants must register using a valid Digital Signature Certificate (DSC) and adhere to the newly approved Excise Policy 2026-27, which prioritizes accountability, ease of doing business, and the maximization of revenue through nationwide participation.
