SDG 16: Peace, Justice, and Strong Institutions | SDG 17: Partnerships for the Goals
Department of Administrative Reforms and Public Grievances (DARPG) | Ministry of Personnel, Public Grievances & Pensions
The Department of Administrative Reforms and Public Grievances (DARPG) successfully implemented multiple reforms in 2025, primarily focused on enhancing efficiency in governance, transitioning to digital processes, and improving public grievance redressal across the country.
Key initiatives for 2025 included:
Digital Transformation and e-Office: The national implementation of the e-Office 7.0 system was a major priority, targeting a shift toward completely paperless governance. By the end of 2025, e-Office was successfully implemented in numerous Central Ministries, Departments, and attached/subordinate offices.
Public Grievance Redressal (CPGRAMS): The DARPG significantly strengthened the Centralized Public Grievance Redress and Monitoring System (CPGRAMS). Focus areas included capacity building for nodal officers and implementing a streamlined, time-bound system for grievance resolution. The number of resolved grievances and the average time taken for redressal reportedly saw improvements.
Administrative Reforms: The Department emphasized adopting best practices in administrative reforms by documenting and disseminating successful models of governance from various Ministries/Departments and States/UTs. This included major initiatives on promoting citizen-centric governance and reducing complexity in government processes.
International Cooperation: DARPG actively participated in international forums, including the BRICS and G20 working groups on administrative reforms and digital governance, positioning Indiaβs expertise in these areas globally.
What is the e-Office 7.0 system? The e-Office 7.0 system is a Mission Mode Project under the Digital India program aimed at ushering in paperless governance by automating the core functions of government departments, such as file management, knowledge management, and collaborative work, thereby improving transparency and efficiency.
Policy Relevance
The DARPGβs 2025 review demonstrates a sustained policy commitment to deep institutional transformation by leveraging technology (e-Office and CPGRAMS). This shift is critical for achieving a governance model that is transparent, paperless, and accountable, directly supporting SDG 16 goals of building effective institutions. The emphasis on strengthening grievance redressal and implementing best practices is fundamental to improving the quality of citizen-state interaction and bolstering public trust in government service delivery.
