The Department of Administrative Reforms & Public Grievances released its Secretariat Reforms Report for August 2025, tracking progress on efficiency, digitisation, and cleanliness campaigns. Active e-files accounted for 94.68% of all files in August, while e-receipts reached 95.01%, showing near-universal adoption of digital workflow. The average distinct transaction levels per file have been cut from 7.19 in 2021 to 4.34 in August 2025, reflecting faster decision-making.
Under the Swachhata campaign, 5,545 sites were cleaned in August and ₹74.44 crore was generated through scrap disposal. Cumulatively, Secretariat Reforms since inception have freed 701 lakh sq. ft of office space, disposed of 138 lakh physical files, and yielded ₹3,371 crore from scrap. The Ministry of Ports, Shipping & Waterways was featured as the “In-Focus Ministry,” highlighting reductions in decision-making levels and steady adoption of e-Office systems.
These reforms illustrate how digital transformation, delayering, and systematic cleanliness campaigns can improve transparency, reduce pendency, and save costs. Sustaining momentum across all ministries is essential for long-term efficiency gains in governance.
