The Ministry of Statistics & Programme Implementation has released findings from the Comprehensive Modular Survey on Education (CMS:E), conducted between April and June 2025 as part of the 80th National Sample Survey. Covering over 52,000 households, the data highlights significant contrasts between government and non-government schooling. Government schools account for 55.9 percent of total enrolment, with a higher share in rural areas (66 percent) compared to urban (30.1 percent). Only 26.7 percent of students in government schools reported paying course fees, while the figure was 95.7 percent for non-government schools.
Average annual household expenditure per student is Rs 2,863 in government schools, compared with Rs 25,002 in non-government schools. Across both, the largest spending component is course fees (about Rs 7,111), followed by textbooks and stationery (about Rs 2,002). Rural–urban divides are also evident: average course fee expenditure in urban areas is nearly four times higher than in rural households.
The survey underscores sharp cost disparities in access to education and points to the continuing dependence of rural households on government schooling for affordability.
