Institutions: Ministry of Minority Affairs
On 29 September 2025, the Ministry of Minority Affairs, in association with the Delhi Sikh Gurdwara Management Committee (DSGMC) and State Institute of Hotel Management (Tripura), convened an Industry Conclave on Skilling & Employment under the Pradhan Mantri Virasat Ka Samvardhan (PM VIKAS) scheme in New Delhi. The conclave marked the signing of two significant MoUs: one between the Ministry, DSGMC, and Wadhwani Foundation, and another between DSGMC and SIHM Tripura. These partnerships aim to strengthen industry-training linkages, expand apprenticeships, and enhance the global employability of minority youth.
The conclave engaged stakeholders from 11 sectors, from healthcare and aviation to tourism and hospitality, who highlighted that skilling must be judged not by numbers but by the creation of dignified jobs and livelihoods.
By formalising MoUs with industry and training institutions, PM VIKAS is moving beyond government-driven skilling to structured public–private partnerships. This convergence ensures that training is aligned with market realities, technology needs, and global opportunities, helping minority youth participate fully in India’s growth story.
What is PM VIKAS? → The Pradhan Mantri Virasat Ka Samvardhan Yojana is a Central Sector scheme of the Ministry of Minority Affairs that integrates holistic skilling, entrepreneurship, credit, and market linkages, with a focus on minority communities and artisans. It has funded 41 projects across 30 States/UTs, benefitting over 1.34 lakh youth and artisans.
Relevant Question for Policy Stakeholders:
What mechanisms can ensure that MoUs under skilling schemes like PM VIKAS translate into sustained apprenticeships, placements, and global mobility rather than one-off partnerships?
