Clean Governance Push: SCDPM 4.0 Under Department of Pharmaceuticals Leads Record-Management & Scrap Disposal Reforms
SDG 12: Responsible Consumption and Production
Institution: Ministry of Chemicals & Fertilizers
The Department of Pharmaceuticals, under the Ministry of Chemicals & Fertilizers, has reported progress under its Special Cleanliness and Disposal of Pending Matters (SCDPM) 4.0 initiative. Since its launch in 2021, the effort has included better record management, workspace cleanliness, and systematic disposal of scrap in public pharmaceutical institutions - including NIPER-SAS Nagar, which has reclaimed office areas by removing old furniture and waste. These actions are documented with photographs and are part of efforts to improve efficiency, transparency, and hygiene in institutional settings. The department is now preparing to begin SCDPM 5.0, aiming for higher impact and broader outreach.
Beyond aesthetics and cleanliness, these reforms signal a push toward efficient public administration and better utilisation of state assets. Improved record-management and scrap disposal can reduce waste, curb misuse, and optimize space and resource usage. They also contribute to a culture of accountability. The move toward SCDPM 5.0 indicates intent to institutionalise these practices across pharmaceuticals/public medical institutions.
Relevant Question for Policy Stakeholders:
How will the Department ensure that SCDPM 5.0 retains momentum and is backed by measurable standards, monitoring, funding, and accountability, especially in smaller or remote institutions?
