The Confederation of Indian Industry (CII)βs reform blueprint responds to the governmentβs call for ambitious reforms to unlock Indiaβs full economic potential. The plan outlines over 250 actionable reforms across 14 critical sectors, aligning with the Viksit Bharat 2047 vision. It underscores the urgency of transitioning from legacy structures to a world-class regulatory and compliance architecture, deeper global value chain integration, and inclusive growth.
Key highlights include establishing GST-like councils to harmonize policy coordination, setting up two-tier fiscal councils at central and state levels for macroeconomic stability, and reforming public sectors via privatisation and sovereign wealth fund models. Regulatory simplification targets the reduction of over 1,500 laws and 69,000 compliances, while factor-market reforms aim at digitizing land allotment and labour dispute resolution. Energy reforms propose a GST-style Power Council, removal of cross-subsidies, and green hydrogen roadmaps. The roadmap further calls for expanding commercial courts, advancing GST 2.0, structuring tariffs to support exports, strengthening MSMEs through technology and skills vouchers, and embedding sustainability through climate adaptation, green procurement, and gig economy frameworks.
