Centre Releases ₹1,950 Crore to Karnataka and Maharashtra for Flood Relief under SDRF

The Central Government has approved the advance release of ₹1,950.80 crore as the second instalment of the Central share of the State Disaster Response Fund (SDRF) to Karnataka and Maharashtra for FY 2025-26. The allocation of ₹384.40 crore for Karnataka and ₹1,566.40 crore for Maharashtra, will support immediate relief and rehabilitation efforts following severe rainfall and floods during the 2025 south-west monsoon.
This release is part of a larger national disaster-assistance framework. So far in 2025-26, the Centre has disbursed ₹13,603.20 crore to 27 States under SDRF and ₹2,189.28 crore to 15 States under the National Disaster Response Fund (NDRF). Additionally, ₹4,571.30 crore from the State Disaster Mitigation Fund (SDMF) and ₹372.09 crore from the National Disaster Mitigation Fund (NDMF) have been released to strengthen preparedness.
To support affected regions, 199 teams of the National Disaster Response Force (NDRF) were deployed across 30 States and UTs this monsoon, its largest single-season deployment to date, backed by Army and Air Force operations for search, rescue and airlift missions.
Timely fiscal support under SDRF and NDRF enhances India’s disaster-response readiness and enables faster recovery. The large-scale release underscores a shift toward pre-emptive, climate-responsive disaster financing that links fiscal policy with resilience planning.
What are SDRF, NDRF, SDMF and NDMF?
SDRF (State Disaster Response Fund) – The primary fund used by States for immediate relief and response after natural calamities.
Financed jointly by the Central and State Governments (75 % or 90 % Central share) and managed by the State Government under the supervision of the Ministry of Home Affairs (MHA) and State Disaster Management Authority (SDMA).
NDRF (National Disaster Response Fund) – A 100 % Central fund that supplements State relief when disasters exceed SDRF capacity.
Managed by the Ministry of Home Affairs (MHA) and overseen by the National Disaster Management Authority (NDMA); disbursements follow Central team assessments and approval by a High-Level Committee.
SDMF (State Disaster Mitigation Fund) – A pre-disaster fund for prevention and risk-reduction activities such as flood-control, slope-stabilisation, and drought-proofing.
Financed jointly by the Centre and the State and managed by the State Disaster Management Authority (SDMA).
NDMF (National Disaster Mitigation Fund) – The national-level mitigation counterpart, focused on large-scale resilience and adaptation projects.
Fully managed and administered by the National Disaster Management Authority (NDMA) under the Ministry of Home Affairs, with allocations drawn from the Central budget.
