The Department of Food and Public Distribution (DFPD) has notified the Vegetable Oil Products, Production and Availability (Regulation) Order, 2025 (VOPPA Order 2025): a major reform to strengthen data transparency and compliance across India’s edible-oil supply chain. All manufacturers, processors, blenders, and re-packers must now register under the order and submit monthly production and stock returns online through edibleoilindia.in.
Non-compliance will invite penal action under the VOPPA Order 2025 and the Collection of Statistics Act, 2008. To ensure enforcement, DFPD will conduct inspection drives and field verification of non-compliant units. The order mandates registration via the National Single Window System (nsws.gov.in) and online submission of returns to improve real-time monitoring, data integrity, and policy intervention.
India imports over 60 % of its edible-oil requirements. Strengthening domestic data collection enables better forecasting, buffer-stock management, and price-stability planning, vital for national food security. The amendment aligns with Digital India and data-governance priorities, ensuring transparency and traceability across agri-processing value chains.
What is the VOPPA Order? → Originally issued in 2011, the Vegetable Oil Products, Production and Availability Order regulates the production, distribution, and reporting of edible oils. The 2025 amendment expands its scope to include digital registration and monthly data reporting for all actors in the sector.
