The Indian Institute of Public Administration (IIPA) is aligning itself with the government’s strategic mandate to shift from Rule-Bound to Role-Based governance, as announced by Union Minister Dr. Jitendra Singh. This transformation is central to a wider administrative reform agenda that has already seen over 1,700 outdated rules and procedures scrapped in recent years, aiming to foster a more trust-based and citizen-centric environment.
To fulfill this new role as a vibrant knowledge hub for future-ready governance, the IIPA has undergone significant structural reforms. It has modernized its functional landscape by establishing a professional digital studio and modern boardrooms to support technology-driven learning and capacity building, aligning its activities with initiatives like Mission Karmayogi.
The institute has also broadened its outreach. Its membership is no longer restricted primarily to retired officers but has been expanded to include a wider range of stakeholders, such as youth, serving officers, elected representatives, and professionals from the private sector. This inclusive approach extends to collaborations with industry partners, like Tata Motors and Maruti, to design joint training modules that integrate best practices from both public and private spheres.
What is the shift from Rule-Bound to Role-Based governance? → The shift from Rule-Bound to Role-Based governance represents a transition from a rigid administrative culture, where actions are strictly dictated by exhaustive procedures and outdated rules, to a flexible system focused on performance, outcomes, and citizen needs. In a Rule-Bound system, delay is often prioritized over delivery, whereas Role-Based governance empowers officials to use discretion and innovation to achieve mission objectives effectively and respond rapidly to public requirements.
What is Indian Institute of Public Administration (IIPA)?→ The IIPA is essentially India’s top school for people who run the government. It was started in 1954 under the government ministry that manages all civil servants. Its main job is to train senior government officials (like IAS and IRS officers), do research on how to make the government work better, and give advice on public policy. Recently, the IIPA has opened its doors beyond retired officials to include young people and professionals from private companies, aiming to make its training and thinking more modern and relevant.
The IIPA’s current major focus is directly helping the government implement Mission Karmayogi. Mission Karmayogi is the government’s huge project to reform the entire civil service. It wants to change the bureaucracy’s culture from Rule-Bound to Role-Based governance. The IIPA is responsible for providing the necessary training and tools to help civil servants make this practical shift.
