ADB Establishes Paris Office & Expands Co-financing to Accelerate Development Partnerships

The Asian Development Bank (ADB) has inaugurated a new Paris office to strengthen ties with European partners and advance development finance, announced at the Fourth International Conference on Financing for Development in Seville on 1 July 2025.
During his European mission, ADB President Masato Kanda signed an amendment to the ADB–Agence Française de Développement (AFD) Partnership Framework, doubling the joint co-financing target to USD 6 billion for 2026–2028. Additionally, Kanda engaged with leading European institutions, including the OECD, IFAD, and various national leaders, to reinforce collaboration on financing priorities such as climate resilience, digital transformation, and infrastructure development.
This strategic expansion through a new Paris presence and enhanced co-financing commitments underlines ADB’s commitment to leveraging global partnerships in delivering sustainable, inclusive growth across Asia and the Pacific.
Relevant question for policy stakeholders: How might India’s development finance institutions consider establishing a similar European liaison presence or co-financing arrangements to mobilise resources and partnerships for infrastructure and climate initiatives?
